When the election returns indicate that an election or a ballot measure is decided by one-half percent or less of the votes Florida authorities must conduct a recount of votes. The Secretary of State has the duty to conduct a recount for federal and state elections and elections involving more than one county. Local canvassing boards handle local elections.
